I don't see anyone being potentially stronger in base than Freeza until the Cell Games, and only Goku and Gohan at best would have that chance. There's also absolutely no canon evidence for zenkai after Super Saiyan is achieved, and the Daiz mentioned that the Saiyans' base gains were minimal by this point in time.
	The vengeance is her's for as long as she stands by Him.

In the cell games maybe,but in Buu arc every base saiyan is above Frieza by a longshot -Base Kids been somewhat equal with 18 who is>Frieza by a lot -Pui Pui is above Supreme Kai,who is above Frieza easily,and Vegeta in Base made him look like an ant -Piccolo admitting complet inferiority to the the kids Those are points in the manga that disapprove this illogical statement made by Bills
